Whats going on. The 'trash' is piling up the trash. Pack it in pack it out. I go at least 1,2 times a week. I pick up trash that the 'trash' have left behind.

Elk Shoals was sold late 2014/early 2015 to the Western North Carolina Conference of the United Methodist Church. It's largely been in Limbo since due to legal issues and debt. Prior to that it was owned by Elk Shoals Inc, which was a trust of local churches, however church contributions had dropped significantly over the decade prior to it's selling.

I'm not sure who you would contact, but I assume you could contact the pastors of one of the local branches of the United Methodist Church and they could get the information for you.

I remember spending time there as a boy was always a good experience. Sadly though with the loss of funding they simply didn't have money to keep it going and it's possible that is the problem now.

While the Methodist church district owns the property, i don't think they use it or support it any longer. Pete Parrish used to be the camp director, and had a Board who helped raise funds for the operations. As the church district and conference has decreased in size it was unable to support the park. With no one in charge many things slip away, if you'd like to use the beach maybe an organized effort to clean it up would be in order.
