JT, somehow I don't think you'd be allowed to sluice in the New River, The turbidity cause by disturbing the "pay dirt" will be one of the reasons cited I'm sure.

I know the difference. You'll make more prospecting for aluminum cans along the roadways.

He will not be panning for gold long enough to make a difference. I've done it all day out West and got to flecks worth about $1.20

Dog, so true, but it also means the State haw control of the river bottom so all state regs apply. As a designated river there may be even more "useful" red tape to wade through to allow for use of the water for gold prospecting.

The new river is considered "navigational" waters which means if you are in the water no one can say you are trespassing.
Another good source is the new river committee, they have an office behind A1 realty.

NCDENR issues mining permits for everything else. that might be the place to start.

Where can I find the regulations for the new river since it is a scenic river. I am wanting to know if one can sluice for gold as a hobby? Is a permit needed or not and who would be the controlling authority?
