If its a public road, why not just notify NCDOT?

Here's an idea if you want advise. If you will grade it nice and smooth, then have your contractor roll out some "gravel underpayment cloth" , then put your new stone on top of it. You will never add more gravel unless its steep and it washes away

Our gravel road is in bad shape with ruts and needs to be scrapped/gravel added. Recommendations for a company that could do this for a reasonable price?
