That would be a civil matter that should be handled in district court. One would only need for the magistrate to charge the trespasser.

The issue is a company trespassing and causing property damage instead of using the ROW

Would depend on what the issue is, but in certain cases probably given their powers.

While I'm unable to find a citation, my thoughts are no, a magistrate does not have that power or authority as granted by the legislature.
