I'd have to read the judge's decision, which I haven't.
However if all documents had been provided to WBTV by the time of the lawsuit then a dismissal is the usual course of action. The lawsuit was nothing more than to compel the county commissioners, county manager and Sheriff to provide the documents in relation to a FOIA. It was a civil not criminal lawsuit. It may also have been dismissed at the request of the SBI if they felt the civil lawsuit would interfere with their criminal proceedings. Assuming the judge did not dismiss with prejudice the lawsuit can be refiled if WBTV feels it's warranted.

The lawsuit and the sbi investigation have nothing to do with each other. Maybe WBTV was presented all the phone and email records which I doubt.

Its a civil case. Doesnt have anything to do with criminal investigations nor does it include any of the evidence from the criminal case.
