Some counties have veteran's organizations that offer free transportation to the VAMC so you might check with them if you are not able to repair it.

Given your car is 22 years old, in all likelihood it would be cheaper to get another used car than to fix that one if it has suffered significant flood damage.

How deep in flood waters did it get? Given you mention water in the spark plugs that's not a good sign at all.

If it was completely submerged then that car is probably dead.....you'd need to replace the entire electrical system, the engine, possibly the transmission (if it's seals failed as well), brakes etc. It would simply be cheaper to buy another used car......

Subaru is notorious for head gasket leaks and overheating problems.

Hello ! I am in need of help ! I have a 1996 Subaru outback ( 2.5 size engine ) that I need DESPERATELY fixed but can not afford to fix it. Can anyone out there help me? It has water in the spark plugs from flood water or a head issue so my local mechanic says. It was overheating before the storm but still drivable now we are stuck. We need this car for ALL our needs including frequent trips to the VAMC. If anyone knows anyway or anyone who can help please please contact me. THANKS so much for reading this !! I hope you didn't try to start it if the cylinders are truly full of water if you did you may very well need a new engine. The over heating issue could be a thermostat, crack head or blown head gasket or even a bad water pump. But if you hydraulic the engine it is most like done.
