As corny as it sounds for small departments you need to look for Andy Taylor qualities from the Andy Griffith Show because the rapport with the citizens is paramount and their trust and respect makes everything much more workable. Low key and friendly exterior that softens a professional and ethical core is the way to go.

They could ask a nearby COG or the League of Municipalities to help them find qualified people who would like to move to the area. The only problem is that you are likely to end up with someone culturally different to the point that it chaps local people. Sometimes a qualified women solves the political/good ole boy/skirt chasing element that is so difficult to avoid - then after 5-6 years things will have calmed down enough to look inside or nearby again.

They could do like a lot of towns do now and instead of advertising, go out and recruit a chief from a different department. I have mixed feelings on this. I believe in supporting local, but sometimes this can fix some of the issues like personal disputes and political scheming

Timmy the chief of police is a hired position. The town will advertise the position and do interviews then hire who they think is the best candidate.

Actually he is both hired and appointed. Appointment normally involves either an election or a some other situation where the person is sworn. Councilmembers, managers, and police officers are all sworn in and promise to uphold both the State and Federal Constitution. Chief building inspectors, fire inspections and several other positions are often sworn if they have discretion over "police" power.

Rose is done but they need to find a better replacement than Jordan. The only thing he is interested in is riding around those young girls in his car at night. He should be ashamed of himself for cheating on his wife the way he has.
