I don't know if they are automatically exempt. I think they may have to apply for a waiver and each company be approved. I've only heard of CO-ops getting such waivers though. The other thing, I could see skyline letting that waiver expire and still not complying and telling people they don't have to do it. I need to check on this again. I'll call a friend that's with one of the big major companies.

I didn't know that about co-ops or I forgot it.

There is. But co-ops are exempt. And CWW "buys" their numbers from Skyline. Skyline doesn't have to comply.
The issue I've found isn't due to the majority of data being used outside of Verizon's territory. I am all over the place and it only happens in CWW where my Verizon connection gets throttled back to 1x, which is useless.

For some reason I really thought there was a number port law?

I do believe that the Verizon situation was covered fully when it first occurred. It was not the fault of CWW. There are very few companies that will let you use the majority of your data outside of their service area. They will cut your service. Some Verizon customers who had unlimited data were told by Verizon there was no need to connect to WiFi because they were unlimited. Those were the customers that were dropped about many years of being loyal customers of Verizon. CWW allows a certain amount of numbers to be transferred to other companies.

Verizon rep told me that CCW is denying use of some towers to Verizon, and that CCW will not let people port their 336 numbers from CCW to Verizon. Verizon is not selling service to anyone with a Wilkes or Ashe County address.

Mikey, cutting edge technology is part of what I do. You are more likely actually on WiFi. Or, if you are paying for the top tier of super unlimited data from Verizon, you may get some different results. But I'm regularly all over 5 counties that are CCW territory and have seen the same issue all over when roaming on CCW. I also carry a CCW phone and it doesn't have the problem roaming on verizon.
Verizon and Carolina west use the same technology. So for phone calls and reception, if one works, both work. CCW works just as well in TN or anywhere else as Verizon does. CCW has other issues like bad plans, and no WiFi calling or charging extra for hotspot use.

That is encouraging, thank you. So your data works pretty good most places? I know with Carolina West it is is spotty in Ashe also.

Thank you I was afraid CCW did something like that but west of Tennessee Carolina West is useless for me traveling.

Mikey, you obviously don't use the data. CCW throttles down Verizon phones on the data service. So using the internet on a Verizon smartphone in Ashe is almost impossible in most places. And, when Verizon does another audit and decides to cut off all customers who don't have 51% of their calls originate through a Verizon tower, all of these Verizon customers in Ashe will be looking for another carrier again.

How is Verizon service in Ashe? I know they are not a local carrier there but how is the service out in the county?
