No the State DOT doesn't have a thing to do with that it falls on the contractor to call the locating company.

And marking utilities

Those state pickups you see are mostly state inspectors making sure things are done right. Things like compaction, erosion control, ETC.

Then all those dot pick ups with the employees sitting in them doing nothing need to go back to north wilkesboro. I have counted as many as 20. Yet they hit a marked gas line. Priceless.

How smart does the great and exalted dot have to be to pick up the phone and call to have utilities marked when you are grading? Simply put they are just dumb ***es with no regard for the tax payers.
