I assumed it is surplus too. However I was talking to a friend that is Chief for a real fire department and he was saying there's a good chance it's brand new. He's seen departments getting grants to order brand new armored humvees for $600,000.

But really, I don't care if it was surplus and cost nothing to give it to them. The Allegheny Barney's don't need an armored Humvee with a machine gun turret. This is just more and more militarization of the law enforcement. More confusing and blurring of the lines of authority of government agencies. Local law enforcement is a civil servant job. Letting Barney's pretend they are navy SEALs makes them forget they are supposed to answer to the public and not the other way around.

I believe that the up rated Humvee was provided to the County through a Homeland Security program of donated surplus equipment from the Gulf conflicts. Many large and small governmental agencies were offered the opportunity to obtain this type of equipment at little or no cost.

I'm sure we can get Jason to comment on his experience with the Allegheny barneys too. They completely abused their power and tried to intimidate with an illegal court order.
