The judge that suspended Bufurt is from Avery county. Avery county only exists because they have embraced outsiders. Judge Horn has no connection to any of the systems in Ashe. In Watauga and Avery he is very well known to be a member of the Republican Party and attends most of their fund raisers and other events. He’s an upright man on the upright bass. And he saw fit to suspend Bufurt from office.

It's not because the county is allergic to change, it is because the county is allergic to corruption. That is why Bufurt is suspended, Roark has resigned, and Perry and Rose have no say in county government.
