Heels - it's not a wise manager that argues with his board in public. That's done in private. The manager is the Board's agent, not the Board's master. No amount of information makes the stupid or the lazy look intelligent.

When the manager disagrees with the Board he has a choice, he can do what the Board votes to do, he can resign, or he can run his mouth and get fired. The ICMA code of ethics (which professional managers follow) does not encourage the Manager to run his or her mouth in opposition to the Board unless the Board is committing a crime.

Now a smart Board, hires a smart manager and allows him or her to run the show. The board takes credit for the good, the manager takes blame for the bad. That's the deal.

Stupid board members or micro-managers on the Board are dangerous for several reasons:

1. They often lack specific technical knowledge needed to make an informed decision

2. They often interfere with the Manager's employees and staff

3. They forget that when they stick their nose into things as an individual they have none of the legal protections that they have as the "Board".

Americans get the government they vote for - in that sense when they vote for stupid, they get stupid.

What some here are pining for is a Strong Manager that is a quasi-benevolent dictator. That is the most efficient and usually the most effective management form, but it's never going to happen in NW NC, because it demands that the Board members admit that the professional manager often knows more than they do - a tough thing for some folks to admit.

They are as informed as they need to be...

Now Basking, you should know better. You cant expect a board that meets twice a month to be able to make informed decisions when they aren't being informed on the issues by a competent manager.

Basking, he should be offering suggestions, alternatives, aiding those who he works for with decision Support. He should be presenting both sides of an argument in regards to impact on the county. He's is not just to sit and say "if that's the will of the board" He should care out the boards policy, however he has not shown in any meetings the knowledge he should have of the issues at hand.

What do you think a county manager is supposed to do? He serves solely at the leisure of the county commissioners. His job isnt to disagree or fight with the commissioners. His job is to carry out their orders and oversee the operation of the government that the commissioners govern. I dont understand why people think hes supposed to be defying them on issues.

I give the manager this. He's smart enough to keep a low profile. He agrees when called on, he rarely makes a meaningful contribution. He's exactly what they wanted.

AND Donna Weaver is one smart lady. She knows how to get what she wants and needs for DSS.

Poe and Sexton owe them not the other way around. They must owe Lyall over at the toyota joint or they owe the masons. There is no doubt the three are being led and the manager only plays along to keep his job. Donna Weaver is the only one thus far to stand up to them.

Yearick may be smarter than you think. Seems to he's a master at playing the political manipulation and back stroking game, unless he's being coached by Poe.

The county manager has power through the control of information. How is it Roark and his minions have info that the other two commissioners do not? Watch the video and you see that happen. Guess ol' Gary is going to Caldwell County on the weekends to the manager's home to discuss things and the others aren't. Still do not understand how it isn't a requirement that the CM live in his county.

Chief Rose is with West Jefferson Police. I still think he is a good man. He just needs to start thinking for himself and not be influenced by the teapot nuts. He has more integrity than that. I also think since everyone knows he is on a mission to be the next sheriff. He should show the integrity I know he has and refrain from voting on the sheriff's budget. You're right, I read too quickly and was thinking about Commissioner Barney. But for the record, the commissioners do have control over some money that the towns receive.
