Commissioners to restore original hire dates

At one point, Chairman Sands explained that these measures, put forth by the personnel committee would get Ashe County in line with the state standards that are employed everywhere else. He even mentioned that some counties, like Burke, had no timeline for returning benefits. If you ever worked for them and left, you came back with the pay grade and benefits you had upon departure.

Rose was absent...again, but Perry was still voting to punish the innocent for her mistake at the BOC meeting this morning. She was the lone vote against restoring 3 deputies to the proper pay step. Shameful.

If Rose and Perry hadn’t created the Buchanan mess in the first place, this policy change wouldn’t ever have been needed

JEFFERSON �" The Ashe County Board of Commissioners voted 3-2 to approve a change to the county personnel policy allowing it to restore tenure, sick leave and annual leave accrual, during the April 2 meeting.

The changes were proposed by the county’s Personnel Policy Committee.

The policy change stems from the commissioners March 5 meeting when Sheriff Jim Hartley asked the commissioners to restore tenure and sick leave for various members of his staff who retired or resigned when Terry Buchanan was appointed sheriff. Among those employees are chief deputy and sheriff candidate Bucky Absher and jail administrator Sharon Price. The county could not directly amend the personnel policy at that time without a recommendation from the Personnel Policy Committee, according to county attorney John Kilby.

The sheriff’s office employees did not have their leave and tenure renewed at the April 2 meeting.

The new policy allows the commissioners to approve the restoration of tenure and accrued leave on a case-by-case basis.

Commissioners Jeff Rose and Paula Perry, both of who voted against the policy changes, were in favor of a change that would limit the amount of time that a person could leave employment with the county in order to be eligible to have leave and tenure restored.

“I would like to see having a set policy that applies to everybody and everyone knows what it would take,” Rose said.

Commissioners Larry Rhodes, Todd McNeill and William Sands voted in favor of the changes.

Fairplay someone has to pay the state retirement system for the time these employees were not paying and the county was not paying. The county is not mentioning the cost of this as it is very expensive. Not as expensive as the money blown on the airport and the asphalt plant though.

Could be a different vote for each department.

Why not just make a policy to where a vote is not needed. This smacks of partisanship to me, and will be used that way in the future if a more commonsense policy is not made.

Dirty Politics is what it is! I thought when Buchanan was run off that the BS politics would leave with him? I hope the county gets sued for there black balling and miss use of county policy. All the people who have worked for the county that has lost there job or left should sue!

Is Chris Lambert the Tax Administrator? Maybe the BOC is making this policy cover all departments in county government. I think that would be the fair way to go about it.

I thought Tim Winters worked for the County Planner. I thought he had been out of the LEO business for many years.

It seems pretty much self explanatory to me. They are voting on three separate benefits. Also, I know they asked for, and received guidance from the state on doing this.

I think they are committing fraud with the state retirement system. Is the county going to also back pay their contributions to the retirement system?

Ive had something brought to my attention that I think is worth being brought forward. In the next commissioners meeting they plan to vote to restore tenure to employees that left their jobs at the sheriff's department. Now, weve already discussed this issue itself, and I have mixed opinions about it. But I learned more that now doesnt sit right with me.


at the next commissioner's meeting they intend to vote to restore the original hire date for accrued sick leave for:

Randy Lewis
Christopher Eldreth
Courtney Miller
Anthony Upchurch
Tammy Jones
Jeremy Williams
William Hicks

Then a separate vote to restore the original hire date for annual leave:

And a third vote to restore the original hire date for tenure for:

Chris Lambert

OK, now here is the problem I cant figure out. Why is 3 seperate votes needed for this? Or, why isnt each person voted on individually? It looks as if their goal is to sneak someone through.
