Swanky,

Just because you get rid of a board, doesn't mean you stop the services. By law the County must deliver these services. However the hyper politicizing of these jobs and these services serves only the bomb throwers. People tend to become too worried about the 10% gaming the system when in reality, you will never rid yourself for "free riders".

Only, yes that's it.

The board remains independent in legal fiction. The County only has two direct votes of 7. The third vote is controlled by their direct employee. The other four can outvote the 3 but only if the other four band together and have a legitimate reason. By placing a fiscally responsible employee on the board, the County can never claim it didn't know about something. The board remains at a short arm's length from the full County Commission, moreover, the two elected members can generally recuse themselves from voting and allow the remaining 5 to handle matters until something comes up that the Commissioners have a direct interest in - such as a new major initiative, or hiring a director.

In a prefect world, no County Commission wants the Social Services Board duties. This is a middle step.

pointman,

dissolving DSS would be a huge disservice to many people in our community. I may not agree with everything DSS does, but we the citizens of Ashe can't live without DSS. I do not receive any public assistance in any form; however, I do know plenty of deserving individual families, foster families, military vets, etc that benefit from DSS. I hope that pointman was wanting to dissolve the board.

The commissioners appoint the dss head you idiot. The state has nothing to do with it.

Sexton was appointed by the state, jeweler.

She was put on by the county commissioners. The governor has no say in a local dss board.

Correct me, but I think Poe was put on the board by Gov. Cooper.

Thats my recollection. Roark got poe on the board to help get rid of her.

Wasn't the last flap with the dissolving of the DSS board connected with the then friction with Donna Weaver?

But wasn't Larry and William the main commissioners against taking over the DSS board? I wonder what has changed. Additionally, I don't think Roark could help Poe get on the DSS board if the board of commissioners were voting to disband it.

Poe was put on the board by Roark and his little band.

Lurker, to clarify, you are suggesting that the BOCC dissolve the independent DSS Board and then create a dependent BOCC appointed 7 member DSS Board with at least three of the seven seats being ex-officio (two seated BOCC members and an additional County employee) ?

Better yet, just dissolve the DSS.

The make up of the board majority has changed. Roark wanted to help Poe get on the dss board.

Didn't they vote not to do exactly this a couple of years ago. Why would they revisit it again?

Why have the vote just before the elections this year, perhaps wait until the new commissioners are seated. Something stinks.

A public hearing to discuss the possible abolishment of the Social Service Board has been set for July 23 at 5:30 pm. I find it rather odd that those who were for this in 2015 are now against it and vice-versa......then again I guess that's the way politics work.

Commissioners need direct control over social services like they need a large hole in their skull.

More than three Commissioners on the SS Board makes a quorum - the way to avoid it is to dissolve the current board and reform the board with 7 members - 2 county commissioners and one seat held by the County Finance Director or County Manager. That will allow the County to control what happens without allowing just one County Commissioner to run wild. Also they could adopt a policy preventing 4-3 personnel decisions and require at least 5-2 decisions for personnel.

It would keep persons like Judy Poe from firing and hiring their buddies. I'm all for it.
