In 2011/12, Newtown schools had one school resource officer assigned to the high school, middle school and a school resource/youth officer assigned to the intermediate school; there were three unarmed security guards at the high school. After the mass shooting tragedy at Sandy Hook Elementary School in Newtown, all district schools were assigned at least two full-time police officers and unarmed security guards in each school. This school year, there are 11 unarmed security guards , the three school resource officers and three more police officers for the in-district elementary schools. Sandy Hook has two Monroe officers assigned to its temporary campus in that town.
For the school system, the cost has jumped from $139.000 in 2011/12 to more than half a million anticipated for the coming school year. To date, federal grants and a town contingency fund have helped cover those costs; those funds are likely to be exhaused in coming years.

As usual, underdog2 is wrong again. There absolutely was not a school resource officer at Sandy Hook Elementary. The first officer arrived about 4 minutes after the school called 911. The military officer in Oregon was not in the same building. A large campus is a lot different than a single building school.

In an article titled, "The Art of Safe School Planning" (American Association of School Administrators Online Newsletter Number 2 Vol. 53 Feb,1996 ),Ronald Stevens, the Executive Director of the National School Safety Center in Westlake, California states:

"No greater challenge exists today than creating safe schools. Restoring our schools to tranquil and safe places of learning requires a major strategic commitment. It involves placing school safety at the top of the educational agenda. Without safe schools, teachers cannot teach and students cannot learn."

Schools are facing the challenge of maintaining a safe school environment by developing and implementing new prevention programs. One of these innovative programs is the School Resource officer Program. School Resource Officer Programs have been in existence since the 1950s. However, according to Curt S. Lavarello, executive director of the National Association of School Resource Officers (NASRO), "Over the last five years, this has been the fastest-growing area of law enforcement, bar none." More than 5,000 school districts in the country have programs to station police officers in schools, and more than 10,000 law enforcement agencies in all 50 states have agreements with school districts to provide service--up from 2,000 just a decade ago, Lavarello said.

Although School Resource Officer Programs are becoming more popular, some misunderstanding about the role of these police officers working in a school environment still exists.

SRO Definition:

High School-Based Community Policing

Every school is different. Each school presents its own challenges. The strength of a School Resource Officer Program is that it is not a cookie-cutter approach to policing. The SRO is a community-oriented police officer with the skills to build relationships, solve problems and enforce the law.The foundation of a SRO program is a police department's commitment to community oriented policing methods. Community oriented policing looks at improving the quality of life in our neighborhoods. An SRO program focuses on the quality of life within the school and the community the school serves. As with other community oriented policing efforts, School Resource Officer programs are proactive, solution-based, and community driven. SROs are assigned to a school community on a long-term basis to provide full police services, including maintaining order on the school campus and reducing the fear of crime within the school community.

A School Resource Officer Program is personalized to the school in which the officer works. The SRO becomes familiar with their schools specific needs as well as being approachable by the students and staff when issues arise. The SRO works with the school administration, staff and students to address situations that may disrupt the schools mission, which includes everything from parking/traffic concerns to criminal offenses occurring on campus. School Resource Officers have the opportunity to educate the school community in crime prevention methods as well as empowering them to help maintain a safe school environment. People who do not understand the School Resource Officer Program believe that the SROs are there just to patrol the halls and arrest students.

One of the core components of community policing is to build partnerships and relationships for the purpose of creating safe school environments. On an individual basis, the SRO can improve the relationship between youth and police one child at a time. A teenager who may be facing difficulties can find the SRO to be a caring adult as well as an example of a professional police officer. On a much larger scale the SRO facilitates a partnership between the police department and the school system. In a crisis situation the SRO has the ability to communicate with school administrators and police officials and understand the needs of both entities.

Community policing is not "soft on crime"--School Resource Officers investigate crimes and make arrests. SROs are proactive in enforcing the law in order to maintain a safe school environment.

SROs are present in schools because that is where the school community comes together. It is not uncommon for parents to approach the SRO concerning non-school related issues. Staff and faculty members will seek advice from the SROs concerning domestic issues or neighbor complaints. Homeowners near the school may report suspicious activity to the SRO. Business owners may request assistance from the SRO concerning student conduct in their stores. Although the SRO may be assigned to a school with 1500 students, the actual number of citizens the SRO has contact with is almost infinite.

Are you too young to remember insane asylums? Our liberal friends convinced the government that medicine would cure all insane persons there by closing all the asylums. Now all our liberal friends want to take away all the guns. Are you one of those liberal idiots fair boy?

I'll let basking school you on school yard barneys. I hope he mentions that there was a barney at Sandy hook as was an armed military person on the west coast yesterday and he didnt shoot.

Very true fairplay, i agree 100%. You cannot put a price on a human life. The SRO's are a valuable asset no matter the cost.

Still difficult to understand people that complain about the cost of School Resource Officers. Putting deputies in the schools was a good move, regardless of cost. There are unbalanced or disturbed people in every county of the country including ours. All of the research shows that the next 10 to 20 days are extremely dangerous. The shooting in Oregon may set off insane copycats anywhere.
