Well stupid, being that Watauga county has a population of about 15,000 less people than Wilkes, and a large portion of Watauga population is students and part time residents, yes, that's exactly what I would assume. Also, due to Wilkes being central to multiple counties in the west end of the state, often federal offices in Wilkes are hubs and handle more stuff. So I would try Watauga first.

I had been trying to call there for the last couple of weeks and got no return calls. Decided to call the main number at the courthouse and was told there was no longer a local representative. Any idea what I need to do?
