What does the rescue squad need with a rappelling wall?

Word is one of the members does construction work ,when he's slow on work he finds himself a job. He got paid close to 40,000 for this tower. The squad want run calls ,so why waste tax payers money.

They could tie a rope up in a tree and repel down or the side of a building. Some other departments must have one so they had to have one. That seems to be the current mentality.

The APT is reporting that a training tower is being built behind the rescue squad. It likes just a standard rappelling tower. Why couoldnt they use the high school tower?
