Yes, they can. It is their property. All government ran ran housing has been this way for several years now. I was a smoker at one point. I never smoked in a rental if the landlord said no smoking. Rules are rules. I've been in some homes where people let their dogs crap all over the floor. They don't even bother to clean it up. So yes a landlord has the right to say no pets. Again it is their property!

Just say vapes and regular cigs then. Can a landlord dictate that?

You are an ! No, it is the property of the owner. Their rulers or do not rent from them. I am a former renter and followed rules. If I were a landlord I would have rules in place to protect my property.
